Street Light Pole Banners
Below are the standards used by the City of St. Louis for placing banners on street light poles in the city. This information was provided by the Street Director’s Office (314-647-3111) on July 7, 2009.

CONDITIONS FOR PLACING DECORATIONS, BANNERS OR OTHER ATTACHMENTS ON LIGHTING STANDARDS
1. There will be no banners or attachments installed on fiberglass light standards. Banners or attachments installed on steel light standards must have a rubber gasket between the banner bracket and the pole.
2. Attachments shall maintain a bottom clearance above the street of not less than 14′6″. Banners must have slits or other means to allow wind flow so as to prevent the banner from acting as a sail.
3. Attachments are to be made by a City of St. Louis certified sign erector.
4. Attachments shall be subject to provisions of Section 897.080 of Ordinance 57986 (Heritage and Urban Design Commission).
5. If attachments are torn or damaged, they shall be removed immediately. If damaged banners are not removed immediately, city forces shall remove them and permittee will be billed for all cost involved.
6. Attachments shall be removed immediately after the event or purpose for which they were installed is over.
7. Advertising shall not be placed on lighting standards.
8. Only non-staining fasteners, decorations, banners and attachments shall be used on or near lighting standards.
9. Stringing attachments or supporting devices between any two or more lighting standards, or between lighting standards and other objects is prohibited.
10. Applicant will be charged for any and all damage incurred as a result of making attachments to lighting standards. The City of St. Louis will not be responsible for any damage done to applicant’s attachments as a result of street lighting maintenance operations or for damage resulting from any other cause.
11. The applicant is bound hereby to keep harmless the City of St. Louis from all damages which may be sustained by the City and all claims which may be made against the City by reason of any injury to person or damage to property resulting from any activity at each lighting standard in connection with the erection, maintenance or removal of applicant’s attachments, and for this purpose a certificate of insurance providing as a minimum, $100,000 for injury to any one person, $500,000 for injury to any two or more persons, and $50,000 for property damage, naming the City as an additional insured, being approved by the City Counselor as to form and by the Comptroller as to surety, shall be filed with the Secretary of the Board of Public Service before a permit is issued.
